No, it can't. You ought to read some Hayek or Friedman. It's impossible for a central planning body to have as much knowledge as millions of producers and consumers interacting with each other daily. I mean, it's absurd on its face. My mother lived in the Soviet Union for 30 years where the price of milk stayed more or less constant. How can you have a situation like that, where the supply and demand of milk, in real terms, are constantly changing, and yet the price stays the same because a body of self-interested bureaucrats keeps it artificially fixed?

Thankfully, in Western democracies there is, more or less, the freedom to charge as much as you want for whatever you're selling. And thankfully, your vision of a socialist future will never come to pass in any country that values liberty.
